Because the photo reads "Wash.", rather than "Wash. Terr." or "WT", I am guessing that the photo was taken after November, 1889 (the date that Washinton Territory became a state.)

Their daughter Minerva Elizabeth Bever married William Peyton Henderson in October, 1891, and that could have been the occasion for this photograph.
